Comprehensive Plan
The Forward Urbandale Comprehensive Plan is designed to guide and inform Urbandale's decisions over the next 10 – 20 years, especially concerning land zoning, city boundary expansion, and public and private development. The City Council adopted the Comprehensive Plan in December 2023 after holding a public hearing on the final plan. Community members were engaged every step of the way in meetings, online surveys and a project website.

VISION
- PEOPLE: The City of Urbandale continues to grow as a thriving, dynamic, and welcoming community. The residents are engaged with one another, and the City’s services continue to be efficient and add value throughout the community. The City’s unique places, natural areas, and history, such as Walnut Creek and Walker Johnston Regional Parks, destination nodes that support artisan and local businesses, and Living History Farms, provide ample opportunities for the community to gather and interact. Various attainable housing choices are available to residents of all backgrounds, regardless of their stage of life, socioeconomic status, and physical ability.
- BUSINESS AREAS: The City’s major commercial corridors, such as 86th Street and 100th Street and Douglas Avenue, and nodes west of Interstate 35/80 are visually appealing and bike and pedestrian-friendly while providing essential goods and services to residents. New businesses and mixed-use development have revitalized the Downtown Urbandale area as a unique destination in the City, complemented by the revisioning of nearby Merle Hay Mall. In partnership with the City of Des Moines, the mall has been reinvigorated as a regional destination and has opened additional opportunities for dining, entertainment, unique retailers, and diverse housing options that also benefit from Downtown Urbandale’s safe walking environment and thriving businesses.
- TRANSPORTATION: Urbandale’s expanded network of complete streets prioritizes safe and active connections for residents. The City’s trail network, known throughout the region, connects Urbandale’s various neighborhoods to one another and to employment nodes and commercial services throughout the community.
- ECONOMY: A variety of employment opportunities and businesses fuel Urbandale’s local economy. The City’s business nodes and employment hubs capitalize on access to the Urban Loop to attract and retain an innovative and talented workforce. These areas, including the Northpark/Plum Drive corridors, have been improved with amenities like public art, local retail and dining opportunities, and open space improvements. These improvements, combined with access to Interstate 35/80 and quality infrastructure, are positioned as premier employment hubs in the greater Des Moines region.
- QUALITY OF LIFE: As more and more quality housing and economic development opportunities have been realized, Urbandale has continued to deliver excellent city services to new and existing residents and businesses. This has included programming a range of community events and activities and providing attractive public spaces for socializing and enjoying the outdoors that have strengthened community identity. Regardless of what neighborhood or school district residents live in, they are proud to be part of the Urbandale community.

Introduction
The Forward Urbandale Comprehensive Plan serves as a foundation for decision-making and is intended to help guide the City over the next 20 years as it works to implement the community’s vision to make the City the very best place it can be. Reflecting the community’s commitment to having great neighborhoods, a robust local economy, and excellent public facilities and services, the City prioritizes environmental stewardship, being welcoming to all, and community health and wellness. The new Forward Urbandale Comprehensive Plan will help ensure that City staff and elected and appointed officials have a strong foundation and guidance to work with residents, businesses, and stakeholders to lead the community into the future.
Chapter 2: Community Profile
This chapter answers the question “where is Urbandale today?” By establishing a clear understanding of the community’s current conditions, the Community is in a strong position to plan for the future. The community profile provides a snapshot of current conditions related to population, income, housing and market conditions. Collectively, this understanding of the City’s needs and existing opportunities, along with community input, created a foundation for Urbandale’ vision for the future.
Chapter 3: Vision, Themes, and Goals
This chapter lays the foundation for the Comprehensive Plan by articulating a collective vision for the future of the community, key themes of the plan, and goals and recommendations that will help the community realize the vision. Through thoughtful exploration of key themes and the establishment of strategic goals, this chapter sets forth a clear direction to guide decision-making and prioritize actions that will shape the city’s growth in the coming years, while outlining an approach to foster environmental stewardship, make the community more welcoming to all, and to encourage community health and wellness.
Chapter 4: Land Use and Development
The Land Use and Growth Plan outlines the recommended approach to the development and expansion of the community. This chapter consists of three primary components: 1.) key recommendations to guide future land use and growth, 2.) Definitions and locations for future land uses in Urbandale, and 3.) a general strategy to guide growth in and around the City. By combining a well-structured Land Use Plan with a forward-thinking growth strategy, leaders and policymakers can guide development, foster balanced growth, and create sustainable and vibrant neighborhoods that enhance the quality of life for all residents.
Chapter 5: Housing and Neighborhoods
The Housing and Neighborhoods Plan provides the framework for the City to meet the housing needs of current and future populations. The plan focuses on reinvestment in Urbandale’s maturing neighborhoods over time, while also guiding the development of new, amenity-rich neighborhoods with a greater variety of housing options. In addition to identifying areas to accommodate context-sensitive infill and new single-family attached and multifamily development, the Housing and Neighborhoods Plan provides policies to increase home ownership, preserve affordable rents, and rehabilitate existing homes. This chapter identifies strategies to create additional housing opportunities including expanding the range of housing types available throughout the community while preserving the overall character of Urbandale’s single-family neighborhoods. Urbandale must explore opportunities to enhance its residential offerings and provide housing that meets the needs of all residents, regardless of their stage of life, socioeconomic status, and physical ability.
Chapter 6: Commercial and Industrial Areas
The Commercial and Industrial Areas Plan provides planning and policy for Urbandale to guide reinvestment in its commercial corridors and nodes, strengthening them as attractive and unique destinations, and maintaining and enhancing existing business parks as desirable employment hubs within the Des Moines metro region. This chapter is a component of Urbandale’s long-term economic development strategy that focuses on creating development policies that support businesses. Through actions guided by the policies outlined in this Plan, Urbandale’s economy should become well-positioned to take advantage of cutting-edge and sustainable ways of working and doing business. The Commercial and Industrial Areas Plan is intended to promote a business-friendly environment, foster entrepreneurship, and guide investment in amenities that complement area employers.

- Commercial and Industrial Framework Plan
Chapter 7: Focus Area Framework Plans
This chapter of the Forward Urbandale Comprehensive Plan closely examines and provides recommendations for three focus areas: Northpark/Plum Drive Corridors; Douglas Parkway/ Avenue; and Downtown Urbandale. Each focus area framework consists of the following three components: land use and development opportunity sites, sense of place, and access and mobility. These focus areas were chosen because they possess the potential to significantly transform and influence Urbandale’s character and economy, as well as positioning the City as a major destination in the greater metropolitan area.
Chapter 8: Transportation and Mobility
Urbandale’s vision for transportation and mobility includes prioritizing safe and active connections for residents. Consistent with Iowa’s Smart Planning Principle of Transportation Diversity, the City has exhibited a commitment to Complete Streets through a Complete Streets Policy in 2016 and a Complete Streets Master Plan in 2019. Complete Streets refers to accommodating people of all ages and abilities and using any legal mode of transportation. This policy also involves supporting active transportation, which refers to people walking, biking, using a mobility aid device, scootering, skating, rollerblading, using small, lightweight electric-assist devices such as e-bikes and e-scooters, and using transit. Public engagement efforts for this Comprehensive Plan, along with past plans, show that residents desire safe and comfortable mobility via walking, biking, and using public transit.
Chapter 9: Infrastructure, Community Facilities, Parks, and Open Space
The Infrastructure, Community Facilities, Parks & Open Space chapter provides guidance on how to continually manage growth in a responsible manner. As Urbandale grows, it is important that the high quality of services and infrastructure enjoyed by current residents and businesses is maintained. The Infrastructure, Community Facilities, Parks & Open Space chapter is intended to promote strategic investment in community infrastructure that is tied to long-term desired development in accordance with the Land Use Plan.
Chapter 10: Implementation
To realize the community’s vision for the future of Urbandale, the City must take a proactive role in implementing the recommendations, strategies, and policies of the Forward Urbandale Comprehensive Plan. The Implementation section outlines the specific actions recommended in the plan to support the City in achieving the Comprehensive Plan’s long-term vision for the next 20 years in the community. This Chapter translates the policies and land use recommendations into a matrix detailing strategies, priorities, partners, and funding sources that allow for progress to be tracked and recommendations reassessed throughout the life of the Plan.
